does the Epic 4G allow you to be on the internet while on a phone call when you are connected to Wifi?

I havent tried it, but it should.

It also lets you do both on 4G service as well, just not 3G.

It allows you to as long as your on WIFI. I do it all the time at home

WiFi and 4G are different radios, so yes you can be on a call and use the internet as long as you are connected to WiFi or 4G.
Oh and you might want to be near a power outlet, as using 4G and on a call while surfing the net will definately be a drain on the battery.
