However, if I reboot the phone, it defaults back to Sync'ing them and notifying me when mail comes through. Is it possible to have GMAIL on Android remember the latest changes in terms of the [priority]inbox and/or labels even on reboot?

I'm not sure why it's reverting...
Is all your mail marked as read in the inbox you're trying NOT to sync?
