    Default Android OS battery usage

I've noticed that Android OS is pretty consistently taking up 28-35% of my battery usage, and has gone as high as 62%. Can't figure out why. With my Nexus S it was far lower--single digits I think. When it went up to 62% the phone got really hot, and I'm sure it's killing my battery life. Is my phone defective?

This website suggests to turn the WiFi policy to never. However mine is set to "never" and the andriod OS is still taking about about 30% of battery....
