It seems my Epic doesn't always like to hold my designated ringtone. I've chosen Angry Birds and it's ringing some other strange noise. Also, sometimes, the phone will play my text notification sound, sometimes not. Am I missing some step somewhere?

Hmm, quite honestly I haven't even played with the Ringtones yet. Be interesting to see if this is a known bug or just specific to your phone.

Samsung Android phones seem to do that. I had the same problem when I use to have a Samsung Vibrant on T-mobile.

Does anyone know the file where the settings for assigned ringtones/notifications are kept? When I change ROMs, I usually lose the assignments. I'd like to use Titanium Backup to restore the assignments.

you will lose the assignments, but any ringones you downloaded/added will stay on your card/internal storage.
