With root you can freeze system update using titanium backup. Also they have an app called fotakill.apk over at xda

Is there a way to do this without being rooted? This notification shows up every ten minutes for me and I'm going crazy here!

Well drat. I'm not good when it comes to things like rooting. Looks like I'll have to root or just update the darn thing.
Install fotakill and when you get a notifcation, pull the battery for a few minutes and reinstall. I am on GB and have not had a notification in 4 months.
