I'm rooted on cm10 paranoid android on firmware FI03 is there a way to keep my ROM and root but jump to FI27

I assume you're talking about the modem. Of so, yes, just download the modem ZIP file and flash it in recovery.

CM10 is based on Jelly Bean. Whereas, FI27 is based on ICS. You could not have CM10 (Paranoid) installed on the phone and install build FI27. You need to install one or the other, not both. There may be aspects of the FI27 build which may be incorporated into the CM10 ROM, such as the modem or maybe kernel sources to improve the Jelly Bean kernel currently used in the CM10 build.

So what your saying is I can only take parts of the firmware (modem or kernel)

You can only take the modem. The FI23 kernel may be useful for developers to further improve their current ICS builds or possibly Jelly Bean.
