Can we use binary for the radio to replace the current radio or should it be left for development?

If you are currently upgraded to ICS 4.0.4 then you are running the most current radio/modem. The binaries provided in AOSP source for the NS4G are there for development, but are the same as we are running.

So does this mean that android updates can be delivered straight to the phone from google. in the past the update had to be sent to carriers for testing. Is this no longer the case?
