Windows has a scanning tool that checks and attempts to correct any hard drive errors; does Android have something similar built in or apps available do this?

You shouldn't do that because windows and Android read and write data very differently. There is no way to optimize or defragment because its already optimized. You can potentially scramble the file system that's already been setup
