ICS was Announced in October. As Moto has already stated...they didn't have access to ICS until the Galaxy Nexus was physcially on store shelves. That was Mid-December...so you have to start the clock from then, as that's when they got their hands on the code.
Moto has a few phones & tablets in front of the Photon and the other devices...so a 6-9 month wait (in total) isn't horrible. Let the other phones find all the ICS bugs first so when we get it, it'll be rock solid.
Would I like it sooner? Sure. I'll take my Moto, its rock solid, and I'll have it another 18 months, so I'm happy we're getting it.

Have fun with the gps and reception issues. The only reason the epic might get ics is because of the similarities to the nexus which they already have the code for. Most of us learned the hard was with the OG epic that Samsung is not to be trusted when it comes to software updates.
