2.3.5 Update-Photon Users Beware
Yes Moto has released 2.3.5 for the Photon 4G. Using it locks the bootloader and removes the ability to downgrade. Users over at XDA are reporting this.

Really?? So it pretty much locks the phone down. What updates come with thid new update? I haven't gotten it yet.

The OS upgrade to ICS is s heduled to be released in Q3. Chances are tge bootloader will be locked as well. I am basing that thought on the fact that the 2.3.5 update locks it down. There is also the possibility tgat a requirement to that upgrade is being on 2.3.5.
If you want to have the ability to flash ICS there are options.
1) Flash one of the ICS custom ROMs that are out now. Only drawback may be if you want to retain 4G as they require you to unlock the bootloader. Unlock means no 4G at this time.
2) Update to the official ICS when Sprint/Moto release it (may result in locked boot loader but have to wait and see).

It's only been released as a soak test to 1000 users so far, so they can submit any bugs they experience. If nothing major is found, it should start to be released OTA to everyone else soon. I was part of the last one. Got the test on Monday, and IIRC the OTA started towards the end of that week.
