phone locked by sprint

my friend bought a note 3 that was locked by sprint i guess for a non payment issue and the woman she bought it from wont contact sprint and its not on the lost/stolen black list, so my question is : can this phone still be used on another network such as cricket/AT&T if its an unlocked phone or i can unlock it if its not ? any help is appreciated and she will be dropping it off to me later today to examine it.

From what I've heard, all the carriers share info regarding locked/blacklisted phones. You might not be able to activate it unless the unpaid bill is paid off. Your friend should try to return the phone to the original owner and get her money back. Not worth messing with it unless you can use it for parts. Just my opinion.

And a Sprint Note 3 is CDMA so it can't even see AT&T or TMobile towers.
