Default Unable to install non market apps?

So I finally figured out how to properly update my Cappy to Froyo, and I thought that with the update At&t had allowed downloading non market apps, but the option doesn't come up for me. Can somebody help?

I called AT&T from another line(I talked nice to them) and asked them to upgrade my phone for 3rd party apps. While I was on the line with them they upgraded the phone. You will need an application already on your phone that you can use for a test while your on the other line with the techs.
I had a Netflix apk in my download dir that I used.

SuperOneClick has an option to allow sideloading apps, but your phone has to be rooted. Also, the new Gingerbread update allows unknown sources.
