Well.....yes, and no.

They're being pretty tricky about it, thats for sure! But they do list the correct (current) OS in the specifications below.

Kinda underhanded how they bill the promo header though...

I forget where I saw it but someone speculated that AT&T will not push out 2.2 until they receive a new batch of Captivates that come with 2.2 preloaded.

I like this phone, but this will be my last Samsung Android device. I'm going to stick with Android, but the fact that Samsung can't put out an official Froyo update this long after it was originally released is pathetic. If it EVER comes out, my money is it will be AFTER the next OS Update is already available on other devices.

At&t has to have time to load their Bloat on it. Im stickin with Vanilla android after my Captivate.
