Not necessarily. The Note has an internal check on the USB connection. No matter the amperage, the Note will only draw about 500 ma from the charger unless pins 2 and 3 are "shorted together". Then the Note will allow a current draw of up to 960 ma from the charger. This protects USB ports from over current.

I bought a Scosche portable battery charger 5000mah. It comes with an adapter to use for the Galaxy TAB. It also works for the Note and will fast charge as fast as the Samsung AC adapter.
 
So does this mean that no Car charger will ever charge as fast or faster than the phone can use juice when doing turn by turn navigation etc?

If you use a car charger designed for the Galaxy Note or Tab, you should see fast charging.

Is that why OEM Samsung chargers and cables tend to charge better/faster?
 
I modified a cable by shorting the data pins (green and white in my case) on the phone side. Now I can charge fast using any charger, including the iPhone charger.

Over at xda there are more detailed instructions, and an adb command to measure charge rate.
