There is no ROM manager for the AT&T version. That is for the International Version. Do not use it. Go to CyanogenMod 7 for the Samsung Galaxy S II (AT&T) :: V7.1.0 RC1 (9 Oct 2011) - CyanogenMod Forum

Don't use ROM Manager on your AT&T S2. It will mess up CWM

Download Odin and flash this on your phone...
CLOCKWORKMOD-RECOVERY FOR GALAXY S II (AT&T)

Instructions

• Power your device off
• Boot into Download-Mode using Volume Up + Volume Down + Power
• Hit Volume Up to accept the warning
• Start Odin
• Choose "SGH-I777_ClockworkMod-Recovery_X.X.X.X.tar" as PDA (no repartition)
• Connect your Phone
• Start flashing

Usage

• Volume Up + Power brings your Phone into Recovery Mode.
  
• VolUp + VolDn = Highlight Up/Dn
• Power = toggles menus off/on
• Home = Select
• Back = Back

Now you will have to download the ROM and put it on your SD card. You can install it from there.

when i place the rom on my sd card i can not find it when i am in clock work recovery what would the file be called

The name of the File doesn't change. You are simply looking on the wrong SD card. There are 2 options for selecting from an SD card. I think you need to select the Internal SD option.

you need to load the google apps separately. go to xda forums or the cyanogen wiki for a link to a bootable zip.

you should be able to install the zip via cwm recovery after you install cm7

Read the install directions on XDA! multiple times if necessary. this is one of the more complicated ROMs to install and they tell you that up front in their thread on XDA.
