using data

When I receive a photo via tx message it seems if my data is not turned on, it won't download.

Is this normal? It seems to only do this for photo or video. Is there a setting that I should have set so it won't use data?

Hoping someone knows why this is happening.

Data had to be on in order to receive picture messages.

Correct. The text message is carried on the phone signal and carries a marker of the location of the photo. If data is not turned on, the photo remains in limbo.
