AT&T Galaxy S3 - Messages on lock screen

Since the 4.3 update I like how messages appears on the lock screen but when I tap on it a blank box appears below. I took a screenshot but can't add it here. Is the message supposed to open up there or is it just highlighted to swipe to unlock it ?

Swipe the box. Does it not say as much within the box?

I get the same issue. If I tap the notification a white empty box appears below it. Tap or swipe that box and nothing happens. Seems you have to hold on the notification for it to open in the messaging app.

I wonder if there is a setting for that. On mine tapping the new message box pops up the larger box underneath with the instruction to swipe it. Long pressing the new message box at the top does nothing.
