Default Mobile Hotspot or Tethering App to Replace FoxFi/PDAnet

I know this has been brought up before, but I can't find a specific answer to my situation.

Along with many of you, I used FoxFi/PDAnet for a hotspot up until I upgraded to 4.3 (mistake!). I am now looking to replace it since it is blocked after the update. Almost everyone I see in my searches is looking for free apps, one's that work with unrooted phones, etc. I don't mind paying for the application (had two full licenses for FoxFi), and will run a rooted phone if necessary. I just would rather not have to put a custom ROM on it to make this work.

In short, I need a hotspot app for an AT&T Galaxy S3, rooted or not, and I don't mind paying for it.

    Any suggestions? Thanks!
