Galaxy S3 doesn't ring when charging

Mailbox is not full. Doesn't ring when charging. Caller hears half a ring and it goes directly to voice mail.
Should I still be able to receive calls while the charger is plugged in?

Yes, you should be able to receive (and make) calls while the phone is charging. Are these regular calls or VOIP calls?

Regular calls from a landline or cell to my cell.

You can try booting into Safe mode http://support.verizonwireless.com/support/devices/knowledge_base.html/59242 and see if the problem persists.
