I have received the 4.3 update and have been having battery issues. It seems to be something with the Google services but I can't find out what. I've posted some screenshots

Yes there does seem to be some higher than normal battery usage on 4.3

I've been running with the power saver on and it's helped. YMMV

This is when it's idling though is there a way I can delete the cache from the recovery or should I do a factory restore? I have back ups via the HTC back up tool

You could do a factory reset if you have everything saved.

Hello, I have the One with Sprint and I am experiencing similar issues. I cleared the cache partition from recovery and it seemed to help for the day, but then reverted back to a pretty fast battery drain. I could easily get through the day on a charge before the update, and now, by dinner time I need to charge. Not the end of the world, but definitely not what I am used to. I really don't feel like doing a factory reset, but that might be my next step.
