Email attachments not downloading

I have two users both with HTC Inspire 4G phones, both stock Android 2.3.3 and Sense 2.1. When they get an email with an attachment, the attachment is not downloading. The icon has the spinning clock like it's trying to download, but the attachment never downloads. This happens on wifi and the AT&T network. I have cleared all cache settings in the email app and even deleted and recreated both of their email accounts. Mail attachment size is allowed to maximum size.

Any other things to check on? Thanks.

i have the exact same problem on atrix 2.
i just found out that if the outlook email sender uses html format (rather than rich text) to compose, then the attachment will show up properly to the receiver.

any solution out there?
