Will the GS3 for Tmobile be able to switch from 4g to 3g provided there is no 4g?

well it is a 4G (HSPS+ 42 mbps) and i am guessing it will switch to 2G (Edge), is better if they had hspa+ 21 mbps as backup but i guess it might not be possible

Does this beast come with the AT&T radios preinstalled? It would make it that much future proof seeing T-Mobile will be using the 1900 radio very soon.
