Getting information off this phone

So recently I went on vacation and unfortunately I dropped my phone in the ocean fully submerged for around 15 seconds.. Good news is the screen screen turns on but the touch doesn't work. And I just got my insurance replacement today is there anyway I can control the screen from my computer and put everything including pictures in my dropbox account? Or find some way to get the information on the old phone as in contacts in pictures onto an sd card or on to my computer?

You mean the old water-immersed phone? If the phone is still functional on the inside, install Samsung Kies on your computer, then the computer and phone can talk to each other through the USB cable.

On the new phone, of course, make sure everything you have is synced to the cloud through whatever service you prefer.

I tried that but when I plugged in the USB It did not recognize it. The old phone)
