HELP! Dock Icons Don't Work

T-Mobile Galaxy S3.

The icons in the dock no longer do anything and I can't replace them. They act as if they aren't there. I can drop new icons on top of the existing ones, and they will work. Any ideas on what I have done, or how I can fix it?

Have you rebooted the phone? Also, check through the settings to see if anything is locked on the dock. If so, unlock it so you can access it.
