What is the true max internet speed of this phone?

I've had this phone since November when it came out but the max I've seen from speed tests in a supposedly 42mbps hspa+ area is ~7000kbps.. is that about the max I should expect?

I know im mixing mbps and kbps together but.. I do my speed tests in kbps and T-Mobile uses mbps. I know this device is 14.4 mbps according to many sites.. so is half of that.. i guess the best I can expect?

I did a speed test at a local mall with the HTC One S and on the first speed test immediately got 9000kbps.

The minimum speed for true 4G phones is technically 14.4 mbps.. The max I've gotten is only 5900 kb/s down.

I have gotten a max of 9.7 mbps twice, once out in West Lafayette IN on Purdue campus and once in Indianapolis. I get between 5 and 8 mbps consistently around Lafayette and between 6 and 9 mbps in Indianapolis.
