Phone not charging and USB not working

my INFUSE 4G is updated to gingerbread and rooted. phone is not charging. when i connect the charger, phone gets frozen and automatically shuts down. then screen stays BLACK and a circular loading indicator (not charging indicator) appears and dissapears (like a loop), and it goes on like that. and i cant even switch on the phone while the charger connected. not charging. once i disconnect the USB cable phone will get switched on. why is this happening?
