Who provides update for Android tablet?
Who is 'responsible' that my tablet gets an Android update?
Manly I ask for tablets that were shipped with Android 4 (and above) and that they had a stock OS.
Does the update provide the manufacturer or Google?
Will these kind of tablets get 4.1?

Google initially writes the code/OS. They then make it available to the OEMs (manufactures) to use.
From there it is up to the manufactures to push out any updates. Normally all OEM's and carriers go through their own "quality control or testing" of software updates so this makes the wait even longer for the customer. The only way to get direct updates straight from Google themselves is to have a "Pure Google" device like the new Nexus 7 or Xoom tabs, Galaxy Nexus smartphone "the GSM version" or the Nexus S.
As far as which devices get JellyBean 4.1, that is entirely up to the OEM and carrier if they decide to support it.

Best to go with a big name if you want updates. The more popular and newer the tablet, the better the chance of getting a update fast.
