Can't get apps downloaded to my watch; what do i do?

I'm trying to get the weather on my watch and the watch keeps telling me to change the location settings in my phone BUT all of them are on. Also I can't download any apps to my watch. My phone says that the apps I've downloaded will b sent to my watch and uploaded BUT AGAIN it never happens. Yes I've waited like the phone tell me to be patient, BUT my patience is pretty much gone

Please clarify what make and model your phone and watch are. Is location turned on in your watch? Are they synchronised? Is it wearOS or Galaxy Watch as they have different operating systems. We really need more information as Belodian has said.
