Different Frame Rate When Recording Videos

I set up my Z Fold 4 to record videos in UHD-60 and noticed that all videos recorded indoors are recorded at 59.940 fps, but all videos recorded outdoors (bright sunny day) are recorded at 60.000 fps.

Did anybody notice this with your Fold 4?

What is the reason for camera to do that?

The video quality is better outdoors than indoors.
