My phone is set to charging only

[Android Central Question]

Previously when I plugged my phone into a usb cable I would have the option to choose, file transfer, hotspot, charging, etc.
Yesterday I was getting errors from my SD card when charging, so I chose the charge only option.
Now it seems stuck with that option only. I know longer have a choice of file transfer or hotspot.
I would like to transfer files off the phone to the computer, but usb is not recognised.
The cable I was using worked before, and I have since tried different cables and ports and have rebooted phone and PC

Any suggestions?
