phone doesn't ring when watch is disconnected or out of range

I have a Samsung note 10 + and a Samsung galaxy watch 3, when I have both with me or they are in Bluetooth range of one another there are no issues. If I get a call both the watch and phone ring and I can answer on either, same as with texts, notifications etc., However if I go out to my garage (out of range) or leave the house and leave my watch inside on the charger and someone calls me the phone wont ring and just drop/forward the call and ill get a missed call symbol. the person trying to call me states that it will go straight to my voicemail when this happens. texts and notifications will work normally in this situation. The watch has its own sim and mobile plan, I am on the ATT network in the new England area.
