Why did my LG XCHARGE freeze into a blank bluish screen (not BSOD) while dialing 911?

There was a tornado at my home and when I dialed 911 on my LG Xcharge, a window popped up that said something like (as best I can recall) : "Your phone will remain in emergency mode for 58 minutes".
Nobody ever answered the 911 call. After the window popped up with this message, I tried to go back to dialing 911 and it went into a faded blue screen that is blank. I cannot do a thing with my phone now. I cant even shut it off. This has been almost 5 days now, cant do anything. My battery would have shut the phone down way before now, but it is still on!!!

You don't say how you've tried shutting it off. Have you for example tried removing and reinserting the battery, or if that cannot be done, holding Power and Volume Down for half a minute or so?
