Uh, how about if he roots his Tbolt and then uses any one of the wi-fi apps out there.
I just did it and it is awesome.

If you do not want to root your phone there is a app in the marketplace called easytether. You can connect via bluetooth or use your Usb cable which is what I did for a while. Only 1 device can be hooked and you have to be able to download the data not sure if this can work with a tablet, I know for sure it works with laptop's.

If you decide to root your bolt than you can use wireless programs that are very good such as "opengarden" this program will work like hotspot does as you set a password and let your devices or others to connect. either way you will be able to use your 4G data without having to pay the extra money to verizon just to use your own data
