If you have the stock kernel, you have to hit menu and disable perflock in order to change the clockspeeds.
If I've got Drods 1.5GHz kernel I don't need to do any of that right?

Honestly setcpu doesn't save any battery for me. If anything after root and debloat I'm using more battery.

One thing I don't understand. After root, with stock kernel and rom, can I oc the cpu using setcpu? I have it loaded and did the perflock disabler but the max I can do is still the 1024. Anyway to make it go higher without roms kernels and the like?

get a kernel with smartass and you won't need profiles in setcpu.
