So when the phone is on the wireless charger is it still usable like it is when you are charging it with the regular charger?

Yes, and it still charges through contact, just like with a regular charger, so you're tied to the charger location. I don't get the hype about it, but HTC and Verizon seem to have convinced a good portion of people with plenty of microusb cables to go out and buy something new. So at least they're happy.
