Does fast boot affect the restart sequence or just power down?

Do a google search and read about it.. get familiar with the different bootloader modes... that's part of the fun of Android

I'm referring to the setting in the battery section. It says it puts the phone into hibernation mode for faster boot up. I'm wondering if I choose restart when that setting is on does it actually do a full restart to clear the memory or is it a fast boot restart

It's just a fast boot. Don't think it does. But if you hold the power button down for 15 seconds its like a battery pull
