I am trying to install the ota. After download it starts up in fastboot and does not apply the update.

If you are rooted I'd hold back from the update. You may not be able to re root because of different files (different boot.IMG) wait for the devs to come out with it.

You have to be stock recovery and stock rom. You don't have to be unlocked but you will have to relock after applying the update using the same code.

I read on xda its safe to update and do the unlock process. Only if you unlocked once before

I meant to say you don't have to be relocked to apply update as long as you're stock rom and stock recovery but you will need to unlock again after updating using the same file from HTC.
