Dock Icons - How was this done?

I stumbled across this photo and I was wondering how the dock icons were changed to say "phone" "gmail" "gtalk" etc......

Is this a ROM, Launcher, Mod, or app?

They are soft keys...a couple people have made the mods for them. You do have to be rooted though

like this...

This is how I did it.

From the market download:
Simple Text
Desktop Visualizer

Open simple text and design your icon. Click on create new or use one of the pre loaded layouts. I used create new, and selected 128x128. Then just mess around making it, its not to hard. Once your done save our image using the menu button in lower right corner.

Open desktop Visualizer and select icon. Choose the icon from your gallery. Then click on select action, it will open up a list of your apps, select the corresponding app/action. It will then place the icon on your home page.
