The SIM card is for LTE only, LTE networks worldwide are pretty fragmented from a spectrum standpoint and there is little/no compatibility between them so you're in the same boat - stuck with VZW.

Well considering Verizon uses a totally different protocol then the majority of the world no you will not be able to use the device. Even if you find another carrier with LTE which is GSM based your device will still not be able to work since there will be a difference in frequencies. The GNex on Verizon is NOT a world phone.
