From some reason I can't download from the market. I'm on 4.1 vicious v3. I'm attaching picture of the error message

Have you tried clearing data and cache for the play store? Sometimes this helps, sometimes it doesn't.

If you just flashed the ROM. It may be a bad flash. Sometimes that can happen due to issue while it was downloading the ROM. You need to wipe data and cache also. I'm on the same ROM and I don't have that issue.
