So tried to get the 4.2 camera and keyboard working but couldn't. So I was wondering if there was the quick settings toggle and a flash able zip floating around. Would rather have that then the camera and keyboard.

It's part of the OS, moreso than the camera/keyboard which can be identified as specific system app components, the settings are built into the SystemUI, frameworkres, etc. It wouldn't be worth it to go through the hassle of porting and debugging it to an earlier version on Android for most devs, I would guess, especially without the source code which we won't even see in AOSP probably until next week. At that point developers will start playing with the new source code to build ROMs but porting a settings menu isn't something I would hold my breath for.

Once the source is out next week you'll see all the popular ROMs update to full 4.2 very quickly
