I seemed to have this issue on my Nexus and an old DINC2 I had. I don't see this same issue on my wifes iPhone.

The below was evident on stock factory phones. I don't have any other issues with any other device in my house so I am not sure if its just Android or my WNDR3700 and Android.

Say I am streaming slacker or google music. When the screen is on, doing a constant ping it looks fine. As soon as the screen goes off, the wifi uses less power and the pings are huge and thus I get pauses in my streaming. Is this normal?

I use an WNDR3700 hooked up to plenty of devices and have used 2.4 and 5ghz.

Go to Settings/WiFi/ then select the menu "dots" when the next screen comes up. The only choice is Advanced. There, select Keep WiFi on during sleep/Always. Hope that takes care of it.
