Default Why the "Check Now" button under system updates?

Why is there a "Check Now" button under system updates if we still have to wait for the updates to be pushed to us?

Perhaps it's there b/c if you get a new device (say it's running 4.0.2) after the roll out you'll be able to simply force it?

I read on another forum that if for some reason you don't get the update when its pushing, you can get it afterwards via the button

it's there for us who have yet to receive 4.0.4 to keep hitting in vain every 10 minutes hoping it will trigger the update
