Default Can you root/unlock phone that is not on service plan?

    Question,

Can you unlock and root a galaxy nexus that is not currently active on a Verizon service plan? I am buying a nexus that a friend no longer needs and was going to practice rooting on it before i try it on my nexus. will this work as long as i can use the wifi?

You don't even boot the phone. Just go into the boot loader ( hold down both volume buttons while powering on), then plug into computer with fast boot and proper drivers. Open terminal or command prompt. navigate to directory where fast boot and adb (you actually need both) and type "fastboot oem unlock" and it will prompt your phone. All data will be wiped so it asks you for permission first.
