From what I recall it's illegal to have no shutter sound in some countries/possibly some states due to the possibility of up-skirt shots sorta deal. Not that you could pull that off with the Note 2, being so huge and all :P but still that's the idea I believe and not 100% on this but I believe you need root and some hackery to remove the shutter sound from just about any Android phone made in the last year or two.

When or if you root you can force it quiet... but until then you can simply lower the volume.
