How do I keep wifi turned off?

I am frequently at a location where I have wifi access. However, I'm only supposed to connect to wifi at this location if it's an emergency and I can't connect any other way. So, I turn off wifi when I'm there and just cruise on 4G. Much to my surprise I will look down at my phone and see that wifi has turned on and connected to this access point without me doing anything.

I know that Verizon is trying to reduce network traffic but I just can't have this happen against my will. How can I make it so that when I turn off wifi it stays turned off. Is there an app for that?

Go to Settings, and tap on Wi-Fi (i.e., don't turn the switch on). You should then get to the Wi-Fi settings. Make sure "Auto-Connect Wi-Fi" is unchecked.
