WI-FI won't stay connected!

Wi- Fi won't stay connected and when it's connected, it's scanning. what's the deal?

ok, Wi-Fi network is working fine with all of my devices(laptop, tablet, wife's note 2, etc....), but with my note 2, its showing strong signal, but wont connect with internet. I have rebooted, re-started, deleted, re-added, plugged and un-plugged. It connects, then scan all the while showing connected with strong signal, but when you try to surf, it just buffers and you get nothing.

Can you surf via 3G?

yes, I can surf with 3G and 4G

Are you able to do other things over Wi-Fi, like update software or apps?

Have you tried to clear the connection (tap on it and click forget) and then reconnect?

no, can't do anything on Wi-Fi.... yes, I cleared the connection and reconnected.
