Why only 1.62 gb of ram?

Does the galaxy s3 automatically reserve, .38 gigs of the 2 gigs of ram for the Android os or is there another reason why there is only 1.62 gigs available for apps? Thanks.

Yes the system reserves ram memory to run touchwiz and other proprietary apps just like ics reserves storage space.
