I'm not sure what that is, but I know if you have instant upload enabled on Google + then it uses a ridiculous amount of data

New Bay Service is associated with backup assistant plus. I called VZW service and spoke with tech and a fairly knowledgeable guy tried to help me stop it from constantly trying to update nothing.

Just another reason to NOT ever use Backup Assistant. Google already syncs your contacts for you, it's a useless app that just hogs resources.
Whenever you run an initial setup of a Verizon device (either new device or after factory reset), I suggest skipping all steps related to BA. - 03-27-2013, 11:22 AM #11

From any Home screen, press the Menu button, choose Settings, scroll down to the Accounts section and you'll find Backup Assistant Plus. Unfortunately, there doesn't appear to be a simple "Turn Off" checkbox, so just uncheck all of the boxes for stuff that you don't want it to backup.
Or, do a Factory Reset and skip those questions
