Are you referring to SMS or MMS?
If the former, do you have a good cellular signal (at least 2 bars)?
If the latter, do you have mobile data turned on?
Are the persons sending you text messages on Verizon or a different carrier? Are they on iPhones?
Can you send text messages?
Finally, has it ever worked?
